The IPMA Individual Competence Baseline ICB Version 4, published in 2015, is a global standard describing competences an individual, working in the fields of project, programme and portfolio management, needs to possess or to develop. These set of 29 competence elements are required to successfully deliver a project, programme or to run a project portfolio.
As it is now the forth version of the IPMA standard for individuals, you could expect a rather boring project of renewal. But the new standard contains a lot of significant, critical and innovative novelties which drives the profession forward, including Key Competence Indicators (KCI) for all competence elements, transparent measures for each KCI. This degree of details really enables transparent development plans for the individuals as well as a solid base for the measurement of the individual development by certification. In addition, the standard is now a real global standard and available in 31 languages so far. Furthermore, the open architecture of the IPMA ICB enables the inclusion of new trends like agile leadership.
The development of the IPMA ICB from its version 2 to the actual version 4 also reflects the change in the focus of project management during the last decades. While version 2 was focusing on technical competences, version 3 focused in addition to the people competences. Version 4 now enlarge the competences and emphasis the area of contextual competences including strategy, compliance, regulations, culture and power and interests.
